2015 6p. The dramatic structural changes, both economic and social, produced by the meltdown caused by the economic crisis in Greece, exposed the weaknesses of the state’s health and welfare systems. The town of Kavala’s response was to use a combination of European Structural Funds, local political and in-kind support, together with voluntary work, private donations and crowd funding, to implement a number of welfare structures in the city for vulnerable people: the Social Pharmacy and the Social Medical Centre. The URBACT methodology of participatory planning was applied to engage stakeholders and ordinary people in the decision-making process and the implementation of measures on social inclusion to increase well-being.
