The 100-page report presents the results of the research project "Financial Mechanisms for Innovative Social and Solidarity Economy Ecosystems" carried out between April 2018 and June 2019 and supported by the Ministry of Labour, Employment and Social and Solidarity Economy of the Government of the Grand Duchy of Luxembourg.

In a global context of the growing role played by SSE organisations in meeting societal needs, the study aims to recall that it is essential to promote their development, in particular by strengthening their access to various financial tools. The study also aims to address the lack of empirical data and reliable information on the subject of financing in SSE. To this end, the ILO has studied in eight countries (Canada, Cape Verde, Colombia, Ecuador, Italy, Luxembourg, Morocco, South Korea) what types of financial resources are or should be accessible to SSE structures, according to which objectives, and how to obtain them.

The report begins with a review of the importance of the role of SSE in the world and the major challenges it faces today. The authors then present the state of the literature on the main financial tools theoretically available to SSE organisations, before comparing it with the surveys conducted on the financing of SSE ecosystems in the eight countries mentioned above. The key points resulting from this comparative analysis are presented in the report, and lead to recommendations for decision-makers. These include the importance of mixing different financial tools for organisations, the role of improving guarantee systems, and the need for government support for SSE beyond its role as a public funder and legislator.
